This year. your city government is focused on core services and engagement like never before. We are committed to efficiency and excellence in customer service.

For many residents, Little Rock 311 is their initial connection to our City when they call or get online to request city services or to report issues. Our 311 team fielded more than 120,000 requests for service in 2024, ranging from bulky item collection to reports of overgrown lots to notification of potholes. 

With 311, we are committed to addressing all resident concerns and coordinating a timely response with the highest quality service possible. 

Because of the date 3/11, we are celebrating Tuesday as "311 Day" and focusing this week on raising awareness of our 311 program.

Little Rock implemented its 311 program more than 20 years ago. Now, accessing the 311 service is as easy as clicking on the 311 app on your mobile device or submitting a request through 311 online.

Initially, 311 was a telephone-reporting service. And while residents can still pick up the phone and dial 311, the app and online reporting systems make for more responsive navigation and tracking. 

I encourage all Little Rock residents to download the app and report issues as they see them. Snap photos, tag your location and provide other pertinent details to help us address your need. 

If you do not have a smart phone, you can submit an online request or email LittleRock311Service@littlerock.gov. You can also simply dial 311. And, If for some reason a phone doesn't connect to 311, try (501) 371-4437.

Our 311 team's call center is open Monday through Friday 7 a.m. to 7 p.m. and Saturday from 8 a.m. to noon. Requests can be submitted through the app or online at any time.

When you call 311 or submit a request through the app or online, our 311 team will need your name, address, contact number and email address. To expedite service, provide details and location of the service request or issue you are reporting. Our team will then route the service request or report to the city department responsible for handling the matter. Once that is complete, the request is considered resolved. Residents can track the status of their requests on the app.

We are committed to accessibility, providing support in multiple languages and making it less difficult for residents with disabilities to report issues and request services.

And  remember the 311 service is specifically for nonemergency calls and requests. In the event of any emergency, please call 911.

Our 311 exemplifies exceptional customer service, and those team members provide an essential link connecting residents with their city government. As we observe 3-11 Day, we appreciate them and our residents who use the service. 

What Works City

Little Rock was recently re-certified as a What Works City, reflecting our commitment to using data to improve the lives of our residents. 

What Works Cities Certification is from Bloomberg Philanthropies, and municipalities that are certified must have practices, policies and infrastructure that utilize data for better decision-making. 

The What Works Cities Certification program is recognized as the international standard of data excellence in city governance. Little Rock is one of about 100 cities recertified within the program this year. Any city in North, Central, or South America with a population of 30,000 or more residents is eligible. 

Under my administration, we focus on data to drive our policy making and to identify ways city government can be more effective and efficient. Performance metrics tell us where we are and where we need to be when it comes to meeting the needs of our residents. Chief Data Officer Marquis Willis leads our data efforts, which include ROCKFolio, our semi-annual progress report.

Select Site Certification

As a result of nearly a decade of coordinated effort on the federal, state and local level, we gathered last week to celebrate the completion of Select Site certification for an 875-acre tract at the Port of Little Rock. This certification is a significant milestone that brings Little Rock one step closer to landing a major industry and hundreds or potentially thousands of jobs.

Select Site is a certification program through Entergy Arkansas. This economic development and promotional tool is helpful to companies and site selection professionals seeking acreage for new manufacturing or industry. This shovel-ready location is a game-changer for our City and its industrial park, the Port of Little Rock. The convergence of the "four Rs," river, rail, runway, and road, make the Port an ideal location for future growth and development.

The certification of the megasite sets the stage for a transformational economic development project that could change the face of Little Rock and provide high-paying job opportunities for residents in our City and across central Arkansas.

Getting the site ready meant acquiring land and developing infrastructure, while at the same time working with the Federal Aviation Administration to relocate flight technology equipment from the site. That equipment, a beacon known as a very high frequency omnidirectional range (VOR) cone, is used in pilot navigation and had been located at the site near Clinton National Airport for decades. We appreciate Rep. French Hill and Sen. John Boozman for leading the effort to have the VOR cone relocated.

We also appreciate the Little Rock Regional Chamber, Entergy, Arkansas Economic Development Commission, Pulaski County Judge Barry Hyde, the Little Rock Board of Directors, the Port Authority Board and Executive Director Bryan Day for their work to make this certified megasite a reality.

The Week Ahead
  • The Little Rock Board of Directors will set the agenda for its next regular meeting on Tuesday, March 11, at 4 p.m. in the Board Room at City Hall, 500 W. Markham St. All board meetings are livestreamed on the City of Little Rock Facebook and YouTube pages.
  • On Thursday, March 13, at 4 p.m., the Little Rock Planning Commission will meet in the Board Room at City Hall. The Planning Commission considers requests for rezonings, subdivision plats, permits and other land use matters. 
  • The City of Little Rock's Department of Housing and Neighborhood Programs hosts its Residents Academy on Thursday, March 13, at 5:30 p.m. at the Willie L. Hinton Neighborhood Resource Center, 3805 W. 12th St. This free, five-week program is open to anyone who wants to learn more about the City's code enforcement division and the services provided by team members in code enforcement.
